Selects a number that determines the amount of time that bit sync preamble
packets are sent at the beginning of all ASTRO
25 Voice Channel transmissions for the current Trunking
System. These packets allow transmitting and receiving radios to synchronize
with each other prior to an ASTRO 25 transmission. 
The Preamble duration is equal to this Preamble Length value multiplied
by 0.2083 ms.
